The issue was identified as Mastercard MAESTRO debit servers. Mastercard resolved the issue yesterday evening, and all processing should return to normal. Please let us know if you have further issues.

Monitoring
It appears that the issue has passed and debit transactions are now being successfully processed. We do not know the root cause of the problem and will continue to monitor.
